Open the Disney+ app on a phone or tablet. Help does not list a TV-connected device, a computer, or a Windows 10 or 11 tablet for downloads.
Find the title. Tap Download on the episodes page (series) or below Play (movies). A device icon with a check mark means the file is on the phone. Profile icon → App Settings → Downloads → Video Quality or Download Quality: Standard, Medium, or High.
Do the download on your home connection. Keep the session. Help: files stay while you are an active subscriber and the device comes online at least once every 30 days; otherwise they can be removed.

Treating a Hong Kong or Taiwan store as the mainland
The assumption was “there is a Chinese-language store, so it will play in Shanghai.” Those stores are separate markets. Help still does not name them; the official disneyplus.com pages for Hong Kong and Taiwan exist as their own stores.
Use the Hong Kong or Taiwan store only in those markets. For a mainland trip, the files already on the phone are the path.

Logging out after the download
The assumption was “it’s on my phone, so it stays.” Help: logging out of Disney+ deletes every downloaded title on that device.
Stay signed in until you have watched. Play from the Downloads icon on the Home screen.

Help never lists a VPN as the way to open Disney+.
The assumption was “buy a VPN and the store appears.” That is not a Disney Help repair.
